SAIX vs IS experience

I got a 4M line and I was using Access's prepaid 2G accounts. I know that They use IS's semishaped accounts for that. I was getting around 440K/s download speed from rapidshare most of the time with it.

Then instead of toping it up now and then I decided to switch to WA's 10G SAIX account; considering it offers value for money compare to the prepaid accounts. But I must express my disappointment as my download speed from rapid was avareging around 50K/s. As requested I did ADSL speed test using Speedtest.net and SAIX ping time was better than IS When I raised it up with WA, they blamed anything and everything but failed to come up with a solution to improve my download speed. Obviously I had to cancel my WA account.

I was just wondering if anyone else experience such differences?
 
My IS account is also way better than my SAIX account. Will not go back to SAIX unless someone tells me it has improved dramatically.
 
I'm using 4Mbps line with Axxess semi-shaped account and never had any problems. Downloads are quick (420-440k) and so is international latencies (250-350ms).

On some days my 4mbps line appeared to be capped at 512kbps. Other days it would download at full speed. I think IS international speed is dependent on the time of day, weather, phase of the moon, planetary alignment, etc.
 
On my 4mbps line, IS Fibre has always been the better performer. Least for not having the limited to 50kB/s international single thread.
