Rather how much the client could pay someone:)
As the salary requirement is negotiable - a recent payslip is needed as proof of remuneration and to justify salary expectation. Standard recruitment procedure

Yeah, except some of us get paid a fraction of what we should, and this disadvantages us. For me, you offer a salary. If I like it, I apply. If you think my CV is inadequate, don't interview me. If you like me, offer me what the job is worth to you, not what it is worth to me. That way I always know where I stand with the organisation, and will more than likely give more. This over the current procedure, where we know we are getting paid as little as possible, so will give as little as possible.

Experience and qualifications should justify salary expectation not current salary. The employer should use that and the interview to judge the candidate. The job itself should have a salary that it's paying (or bracket), the salary being aligned to the job profile. The practice might be prevalent but that doesn't make it unquestionable. I have seen positions that specify the salary also.

Well in some cases fraudsters get hold of your details this way as well. I think you should apply first and then once shortlisted be invited for the interview where youo can present these documents. if anyone is so stupid just to send their documents then I guess it is only fair that you get what you helped them do.

Just because recruiters do it, doesn't make it right.
Why should current remuneration make a difference to how much your client is willing to pay for a particular position?
