If i buy a Samsung Galaxy LTE esim watch in Dubai, will it work on the Vodacom network? Or are the Galaxy watches locked so that only watches bought through Vodacom can have their esim registered?

That should not be a problem. The main thing is the Vodacom contract. eSim capability is not available on prepaid or topup contracts. I recently flashed my watch to the latest firmware (UK) and it is still working perfectly.
