My wife uses a S9+ dual sim phone, with only one sim card. So when we went abroad for vacation, I tried installing a 2nd sim card for data. The phone recognizes the sim card, but says something like "the phone need to be reset to factory defaults before being able to use sim card".

Why is this, and is there any way to use 2 sim cards without resetting and setting up everything again?

Sounds like the Google security option on phone has been triggered by not signing into the original account loaded on device

mmmm.

You're referring to FRP "Factory Reset Protection". ?
FRP prevents your phone from being factory reset after it was stolen

The person (who stole your phone) would need to type in your Google / Samsung account details in order to do a factory reset.

To test if it's FRP being rude, do the following (you get to keep everything except maybe some contacts that reside in your Google account but you can get these back)

-shut down handset
-remove the 2nd SIM
-boot handset
-remove your Google account and Samsung account
-remove all security (no PIN, fingerprints, etc) - leave just "swipe"
-shut down
-insert 2nd SIM
-boot
-check?

Assuming you already checked to see if the 2nd SIM is actually enabled?

-settings/connections/SIM card manager/SIM2/

a) disable "confirm SIM card for calls" - this causes Android NOT to ask you which SIM to use each time you make a call.
b) also select "Mobile Data" and select "SIM2"
