What download speeds should i expect? Anyone using SAOL currently?

You have your bits and your Bytes mixed up.

384kB = 384 kilobyte.

8bit = 1 Byte.

384 kilobit/s = a max of 384/8 * 5/6 kiloByte per second.

That's where the 40KB/s comes from.
And that's also why your 4096kb/s is actually a 426.67 KB/s line.

Why would anybody want to stay with them now, sainet will be R499 line rental inclusive, R200 increase when other providers are decreasing their prices, dis belaglik!

Add to that the ATM overhead. In total you are looking at about 13-14% in total.
