I just checked now on my auto assessment and according to them I owe them R0.09. Really? Do I have to pay this? lol

You don't have to. They do add interest, but it is at a normal rate, so won't add up to much. It was 9% recently, so less than a cent per year on a debt of 9c.

For 11 years SARS told me my refund of R7000 was on hold since certain returns were outstanding

I had already received assessments for the years they claimed not to have received anything

Eventually, in 2018 I went to a SARS office with copies of these assessments which they said they had never issued. I was told they would look into it and let me know in a few weeks

In 2021 I noticed a deposit into my account of R11650 with my tax number as a reference

Checking again recently, the "refund is on hold" notice is still there

Does their right hand know what the left is doing? I think not

Arresting perpetrators for a huge tax fraud amounting to over R1.2bn seems like something you would expect to happen and not particularly indicative of some kind of extraordinary crackdown?

Wake me up when they start arresting small fry for claiming their mr d deliveries during work hours as legitimate business expenses…

They do play around with refunds and take months to pay.

I got my refund within 5 days.
