You'd either need a biiiiig budget, or get some really carp computers but it would be interesting...

Unfortunately, those budgets they have work out to mainstream pricing over here.

I'd like to see a challenge to build a capable machine in R1.5K-R2K. I'd say R1K but these days that's not really going to happen.

Would R2K even be possible including a monitor? Semprons and Celerons and Atoms or the like should not be used. Then again, not like there's something like a cheap Atom anyway.

No celerons! But that one seems to have more to it than the E2200 it seems.

Definitely can do better. iSonic case w/ PSU can be had for under R300 I think. Use the saved cash for the missing keyboard and mouse.

Can't beat the OCZ pricing.

I suppose for that pricing one needs to look for integrated graphics, but there's nothing going for the intel motherboards there. Which leaves one with AMD, but they don't have the same offerings in the CPU line for similar price.

Let's exclude the need for gaming as that pushes pricing up significantly. Maybe must require decent video playback. Dropping the video card does kind of make a LCD possible, but then it's just small 19" items but that'll be fine.

I think this exercise will prove there ain't nuffink cheap in this country.

The idea in the OP was more in the line of R5000-R8000.
But you're right, nothing is cheap.
Think about it $600 is R5000, but that $600 rig will set you back more in the line of R10000

I suppose "budget" should mean 5K then.
Was kind of thinking about the man-in-the-street-but-not-bergies where 5K is sometimes a month's salary.
