Hi can anybody tell me how to locate a cell phone number address etc on the Internet have been scammed and address provided is incorrect

Unfortunately there is not much you can do.
There is a very good chance that ALL the details they gave you are false or stolen.
Chalk it up to "School Fees" and next time do your homework more thoroughly first.

Get him to scam some family. Find him and Kneecap him.

Phone numbers cant be tracked by the general public. However what you are seeking is an address. What you can try is to go to the police then they can try to access for you somehow the address that was listed for RICA on that number. Otherwise they probably used a number know as a "burner" in the movies. Scammers change numbers faster underwear. Your best bet is reporting to the Police and hoping they catch the guy/s. The best you can do is open a case of fraud/theft with the police and the investigating officer can 205 information from the networks .
As mentioned above do not hold your breath details will probably be false but you never know .
