Fransman and Uys were summoned to appear before Scopa to be questioned about the auditor general's report on the use of consultants dating back to 2003. The report showed irregularities and mismanagement of public funds, allegedly to the tune of R10.3bn.

Why tf does it take 11 years to investigate the misuse of R10 billion !?

Interesting, both Fransman and Uys can be arrested in regard with this issue. They surely think that their allegiance will be their protectorates.

SCOPAs (and MPACs) are supposed to be chaired by opposition parties with a majority of the membership not being of the ruling party

busy checking but IIRC:
the Western Cape SCOPA is chaired by the ACDP and the majority of members are not DA with the ANC likely to have more members than any other party

So if SCOPA Western Cape is anti-ANC then the ANC has a special problem

"We were not involved in procurement process. The people who must be held accountable are accounting officers."
Taking his lead from #1 there.

Parliament.gov.za will give you the National SCOPA list - that is headed by Godi (of the APC)

for the Western Cape the site is http://www.wcpp.gov.za/
The Western Cape provincial legislature is called a Parliament because of the Western Cape Provincial Constitution

Hogarth once wrote a bit in the Sunday Times on the matter:
In the grande scheme of things, still just an MEC

NOTES such as this one have flooded Hogarth's mailbox since the grandes dames of South African politics decided to test the power of two: "Minister Patricia de Lille will open the Active Ageing Golden Games in Oudtshoorn." A quick check of the cabinet list confirmed that Hogarth had not missed the much talked-about shuffle, and a dive into his dog-eared copy of the constitution showed that the president appoints ministers while premiers like Helen Zille get to appoint members of the executive council, better known as MECs. So has Ms De Lille, the MEC for social development in the Western enclave, been getting ideas above her station, or is Godzille preparing for UDI?
I can't find his follow up but sent him an email on why Western Cape MECs are "Ministers"

It also seems that only "parliament" members can appropriately browse the site...
