What I don't understand is why some of the governments, including SA, don't just go ahead and lay this cable on their own? $100 to $200 million is really nothing in terms of money, and would help the whole economy. Make provision that other countries can tap off it eventually and recover some of the expense. Those in power should know that negotiations will take forever. Ther fewer players in the game, the better.
