Parked my car in a shopping centre and when I came back there is a very small scratch on the side of the bumper. The car guard was sharp enough to take down the reg number of the person who scratched the car, as the car didnt bother to wait for me to get back.

What is the procedure to follow this up? Can I open a police case against this person with car reg number?

yes,
open a police case

but they might tell you to get the car gaurd's number, as a witness.

take pics of it all, send to insurance, even if you are going to pay out of pocket, and not claim.

Ok cool, will the the other guy get arrested or get a criminal record? Dont really want to do that for such a small scratch.

He'll be sent to Pollsmoor for his radical behavior. They will sort him out. Especially if its only a tiny scratch.

Nope, not likely. Definitely not for a scratch and run.
It's just necessary for insurance if you want to claim.

Right, will sort it out. Thanks!

Haha, the scratch and run suspect in jail with all the rapists and murderers!

They will drop him off in John Mongrel's cell.... He will become his Wyfie.

Seriously though, go to the police, open a case, and if its bad enough get your insurance company to deal with the dude.

It's just for your insurance.

Personally I do hope whoever did it and anyone else who has ever pulled such a dick move dies a slow and excruciating death from ass cancer, but the police won't do anything.
