Have the laws for feeding a scrum changed?

Watching Force - Cheetahs and the scrum half is feeding the ball close to the full back's feet. OK exaggerating a tad, but the ball is going in in decidedly skew manner!
 
Last time I saw that rule enforced was when I was in primary school

I saw that in the Stormers game as well.

Tighthead scrums happen only if the possessing team really fukks up.
 
I can't say when last I saw a straight feed at any level in any competition.

But the same is happening in football. Players are literally hugging and holding each other in the box but the law clearly states that you cannot even place your hands on another player.
