I recently bought a Batman Arkham Knight Special Edition PS4 game. This was second hand from BT Games.

The game came with a used coupon code for a skins pack.
When I entered the code into the playstore it was accepted and I downloaded the skin pack and it installed.

But when I play the game I don't have access to any of the skins in the showcase option.

If I buy second hand games will the coupon codes still be usuable on another console?

It didn't stop me from downloading in playstore.

I called BT Games just now.
They say they don't know.

I think if the previous owner did not use it and it is still valid (not expired) then you should be good to go. Maybe just search a bit how to activate the skins.
It might be in the DLC section
