Exactly. As a white person if I decide that I now consider myself to be black then on what basis could anyone (or any government department) legally disagree with me?

I dislike the racialist view of things, policy-wise. Should make it social economic empowerment. People that need the help get it, not those that happen to fit the skin colour requirement, even if they're obscenely rich already.

what does "broad-based" mean ? No whites at all ?

The broad/narrow distinction is about the impact the empowerment has for previously disadvantaged folk as a whole. So previously the narrow BEE only measured ownership and management representation, while the broad BEE contains more factors, such as training, procurement, social development etc. They're trying to broaden the impact the empowerment has, instead of enriching a view.
