In the event of a total blackout their call-center will not be handling any calls, as there would be no power country-wide to run communications systems

Well at bare minimum it will hopefully not lower our economy any more as people won't be in so much debt because they won't be able to get any credit at all.

Why the drama? Drills for that seems like an entirely logical move to me.

The prepping of call center staff is less great...sounds like they think its imminent.
