Who's responsibility is it to replace / maintain an exterior water meter?

The water meter vends water to my flat (which I purchase), but it appears to be faulty, as it's going in to an anti tamper mode and likely needs to be replaced.

The managing agents are saying this is my bill to cover, but I disagree as the metering exists outside of my unit and therefore should be their responsibility?

Who's right here?

Managing agents / trustees are quick to pass the buck

I won a csos case, where the meter was broken!

The meter is in a duct or outside! If it isnt inside the walls of your unit, then its for the BC to replace

As a first measure, email them and ask for current rule (of your townhouse scheme) under which you have to cover this cost. Agents can say anything on phone so insist on written (email) reply.
 
Remember, your levy also include a maintenance fee, they can easily take it from that, you are paying for that afterall
 
We had to pay for the water meters when they got installed in our complex, so would imagine we'd need to pay when they break.

Whole point of it being installed outside units was so that they could do it without needing tenants to be home, which would just end up causing numerous delays and headaches.

I'm assuming it's different at other places based on whatever is in their rules.
