the "body corporate" made this decision without us. The BC cannot make a decision without you, you're the body corporate, did you go to the relevant meetings to decide things? This is the problem the body corporate is all of the owners, it cannot make a decision without you, unless you didn't go to the meeting or you gave a proxy.

There is some nuance here. Unless they're specifically restricted they can exceed the budget if they deem it "urgent" or an "emergency" which in many instances can be subjectively argued. So most properly run estates have an AGM item every year that specifies a spending cap on anything in excess of the budget and/or in excess of any budgeted item. If they want to exceed the cap they need to call an SGM for authorization.
