Securing a local electrical sub-station from theft

Our local City Power sub-station has been vandalised several times over the last few months, with each theft resulting in electrical surges and power outages to connected homes.

Has anyone in Joburg had any success either at a suburb or street residential group level in installing private security at their substations? Cost isn't the issue (picking our battles - residents will pay) but as it's Council land, we know it's not as simple as just having an intruder alarm system and security cameras installed. Hoping there might be someone on here who may have experience in the consultation and application process followed?
 
Our suburb used to experience cable theft on at least a weekly basis for a few months. Tshwane would take at least 18-24 hours to restore service every time.

A group of people started a Facebook group and handed out pamphlets to residents in the area. They organised with a security company that has a presence at quite a few complexes to add the cable theft hotspot (a veld by the edge of Pretoria) to their patrol route. I think the group needed to raise like R3000pm to let the security company add cameras/patrols to the area. We contribute R50 per month to the fund. Think there's about 100 households (out of probably several thousand) who each also contribute. Some more, some less.

It's been good so far. With the exception of one or two cases, the cable theft has stopped and there have been two cases where the security company caught the guys red handed and one case which led to arrests.

Council was completely useless in the matter. They even organised a residents meeting. The head engineer of some or other department gave a talk to residents about how bad cable theft is, how many millions they lose here or there, bla bla bla. Not one solution though.

Hasn't been vandalised since but if it did I would follow due process ASAP, best is to get your CPF/mayor involved.
 
The neutral was stolen in our sub station tree times , with the resulting damage to electrical appliances .
The third time the supervisor for the electrical repairs was on site, the residents informed him if the municipality do not secure the sub station we would do it , we now have an alarm fitted and pepper spray aswell as a decent lock on our sub station fitted by the municipality.( eThekwini Durban)
