Self Provisioning and Mobile Providers

During one of her Poisiness Ivy's Pronouncements, the Cell providers were promised Self Provisioning.

i.e. Cell Tower to Cell Tower comms not being provided by Telkom.

In all the confusion created by ICASA, DOC etc etc, what is the state of this?

If Self Provisioning is already in place, we should be seeing lower Cell Phone Call Costs

We should be anyway even without self provisioning. However I suspect these savings wouldnt be passed along anyway.
