i would inform Cell C & make the next person RICA with them(remember the stupid law that if the SIM is used unlawfully you are held responsible etc etc etc....).

Rather go to your local CELL C store, I think they can transfer the details of him/her to the new simcard if this is possible to transfer the details to the new person...
