Unless you own both properties you require a license to run any networking between them.

It's bad practice to run ethernet cable outside. It's picks up electrical current from lightning and can easily blow the equipment in your house and the neighbors.

Most network cable in use is unshielded, hence the U in UTP and no it’s not necesarily grounded.
