POSITION STATUS : PERMANENT (Internal and External)
Purpose of the job
To perform the application database management of the Enterprise Content Management (ECM) Solutions in order to design, develop / procure, package, release and maintain/enhance solutions, in accordance with ICT standards and the enterprise architecture for Government.
Key Responsibility Areas
Manage team/s to ensure effective and efficient operations and that all the resources are utilised optimally.
This must be done in accordance with CLIENT Policy Framework; Manage, develop and implement Architectural and Governance mechanisms for the Requirements Analysis and Design section to improve interoperability of government systems and quality of services and deliverables. Manage and administer integrated applications, databases, infrastructure and middleware. Participate in procurement of integrated IT solutions in accordance with ICT standards and the enterprise architecture for Government, and within the CLIENT Supply Chain Management governance framework; Participate in execution of comprehensive software test activities in accordance with CLIENT Test Methods and Testing Techniques using CLIENT approved Testing Tools. Participate in packaging and releasing of integrated IT software components in accordance with ICT standards and the enterprise architecture for Government; Ensure that resources (including self) are kept abreast of the latest industry developments and ensure that appropriate technologies are used for knowledge management so as to ensure innovation and improved productivity.
Qualifications and Experience
Minimum: National Diploma/Degree in an ICT related field (Computer Science, Information Systems, Technology and Engineering) and /or equivalent. Experience: 6-7 years’ experience in the ICT field, including IT Governance, systems development, implementation and maintenance / enhancements of solutions operational responsibility in a corporate/public sector organisation. The experience must include 3-5 years Application DBA experience and 2-3 years software development and configuration in a Solution Development environment. Experience in data management and systems integration will be an advantage.

Behavioural Competencies: Initiative and Innovation; Business Acumen; Customer Service; People Management; Negotiations; and Communication. Skills: ADABAS, NATURAL, COMPLETE, SQL, IT Security and ICT Standards (information Security principle and practices); Interfacing and Integration of software solutions; Development methodologies (RUP, OpenUp, Agile), SDLC (ISO/IEC12207); Quality Management (ISO9001, CMMI); Entity Relationship Diagrams; Governance Process and Standards (COBIT, ITIL, UML); Business Modelling methodologies (BPMN, BPEL); and IT Software testing, Packaging and Release.
