serverHold on new domain / hosting package

Is it normal to have a serverHold status on a new domain?

I registered a small shared hosting package with Afrihost with a free domain. All set up and active and paid, but the domain whois has an epp status of serverHold.

I contacted Afrihost and they said it will be removed after 6-12 hours of DNS propagation.

As far as I know DNS propagation does not happen on a domain on hold?
 
OK, sorted, contacted them again and another support person changed the status to OK. Annoying that I got the wrong answer from the first support person...

So this has nothing to do with Afrihost, but rather the ZA Registry (ZARC).

When a domain is created, ZARC does a nameserver lookup immediately to see if the nameservers for the domain have been provisioned yet.
If even 1 of the nameservers doesn't respond authoritatively , they put the domain into a serverHold and then will periodically check the nameservers until it gets an successful response from all nameservers or until 7 days have passed. The moment it gets a successful response from all nameservers, the domain status changes to OK.

This is something all registrars have been begging the ZARC to remove and they insistent on keeping it.
