Plans by African countries jointly to construct an undersea telecommunications cable suffered a setback on Tuesday when less than one third of the participants signed a deal to oversee the running of the system.

"There could have been certain areas within the protocol that were not pleasing to some members," Ivy Matsepe Casaburri, South Africa's minister for communication, told Reuters.

"However, we will move ahead with this initiative as we convince our brothers to come aboard," she added.

The fattie means inviting our African brothers to SA for donuts and cake and convincing those brothers to become brothers in crime by signing a similar confidential $$$ undersea cable agreement to the existing SAT3 one.

If Ivy is involved, it will take years to complete. They will have to take time out to explain the concept of an undersea cable to her. She admitted herself that she is a technophobe. It is clear she cannot tell a dial-up modem from a monkey's ass!
