Setting up a small wISP - legal requirements?

If I want to setup a small wisp at a sleepy coastal resort / retirement village what are the legal requirements I need to comply with? Im sure I have to get an ICASA licence or something like that. What other requirements are there?

IANAL... Just the !casa licence... and keep your equipment within the specs pushed by !casa...

If I understand this correctly we just need to apply of an ECS license or do we need the ECS and ECNS licence? I also assume we apply for the Individual one and not the class one?
