How would I set up different user accounts in Windows 7 for different ISP's. I usually have to change this in the router settings and would like to be able to select an account from my network settings within windows as to having always access the router settings?

Try this
I used it on xp, worked like a bomb. Not sure if it'll work under 7 but worth a try.
Actually, you can prob do this in connection setup without this driver hey. Create new dial-up conn

RASPPPOE doesn't work in Windows 7. I'm sure someone on the forum posted something about this somewhere sometime ago. I have windows 7 64bit and setup 2 connections using Route Sentry, it's fairly simple actually. I think all you need to do is setup the 2 connections, change ALL wanendpoints to 2 using the registry editor, untick the “use this as default connection” in advanced settings of the connection for IP4 and 6. Dial up and you’re sorted. If you get ANY errors in RS then it means you did something wrong, just start from scratch again and it should work.

RASPPPoE isn't necessary on Windows XP either, but you'll have to modify registry settings in both XP/Vista/7 if you want to dial PPPoE accounts concurrently (more than one at the same time). If you aren't going to be doing that (dialing accounts concurrently), then you don't have to modify any registry settings (which KaMoS explained).

Could you perhaps explain to us why you want to switch accounts?

thanks the dial up works just like XP. I heard a discussion by Duncan McCloud on the ZAnet podcast as well which said this can be done on linux much easier with another open souce application. There is also a router with software that comes with it to run multiple ISP accounts.
