I jailbroke my iphone then unjailbroke it by doing a full restore, no when I try to access apples stock wallpapers and open stills, settings close and brings me back to the homescreen, then I jailbroke it again to download ifiles and done that rename folder thing which solves the problem, I then back up iphone and then do a restore again on it to remove the jailbreak but once that is done I'm back to square one with the settings app crashing! Please help!! Its iphone 5s running ios 8.4 and by the way I'm wondering should I juts wait for ios9 to come out and will upgrading to ios9 solve this problem?

That's what you get for jail-breaking an iPhone 
On a serious note though, waiting for iOS 9 would probably be the most foolproof method of solving the issue.
