I need Guidance on the following scenario as to setup parameters for the Billion 400G router:

1 PC on Ethernet Port 1 - Runs Windows 7, general Web access
1 PC on Ethernet Port 2 - Runs ubuntu 12.04 Server, website as well, services small number of clients that access from www
2 PC 's that use Wireless - Runs Windows 7, general Web access

Each PC running Windows 7 has its own individual ISP account, i.e. Different usernames with the service provider.

I need to have the router set up so that each pc has a static IP address, with the server having a static IP as well, so that I can access it using a subdomain IP assign from my own domain (redirect).

PLEASE can someone help me with relevant information?

Why do you have so many different ISP's?!

Like at our office we have multiple servers running on a single Mweb business account, that gives us 5 static public IP addresses. So we use the Billion ADSL modem provided by Mweb, since it connects to their L2TP VPN server and then we let the 5 public IP addresses terminate on our MikroTik RB1100 router. Then on the MikroTik we setup our firewalls and setup port forwarding/dst-nat to our servers. This way we have much better control and we can host Internet stuff on more than just 5 machines.

Secondly, I highly doubt that you can do this kind of advanced setup with that ADSL modem.

You might be able to setup static LAN IP addresses for your machines on the router. If you can't do that, then just take a look at each PC's individual IP address settings that they got from the router and then manually configure it to the same. That way you can be assured that they won't change either.

Lastly, you might want to rephrase your last question, because domains and IP ranges are 2 different things, and thus I don't quite understand what you want.
IP addresses works in subnets (eg. 192.168.1.x or 192.168.1.0/24 is a LAN subnet) and domains can have sub-domains (eg. www.mybroadband.co.za is a sub-domain of mybroadband.co.za).

The reason for 3 isp acc is very simple .... 3 diff individuals, each running and paying their own account. There is NO problem with these PC's running Win 7. The hassle is with not being able to access the Ubuntu server via the IP addy.

With regard to my last statement -- I quite understand how IP addresses and domains work --- atm I get an IP from my router for the server, say 196.245.x.x - however, if i create a subdomain on my domain 'example.co.za' of 'home.example.co.za' and redirect that via my cpanel to the address 196.245.x.x, I cannot access the server... in fact, using anything other than 10.0.0.101 (which is the LAN assigned) I cannot access the server, even using the assigned address of 196.245.x.x just times out.
The router is set to dhcp atm, which is not really a problem, since IF it changes the IP at any time I simply change it in Ubuntu on the server, my big hassle is that I cant get the server accessed externally via the IP the router gives me...

If this is not clear enough pls just ask for relevant info, as I really need some help on this... thanks for taking time to answer m8.
