Shaped or Throttled?

I have recently, for the last two weeks, being getting very bad internet speeds. With most sites, gmail.com, facebook.com, timing out. All the time. Here is my speeds:

I raised a ticket with my ISP, Snowball Effect. They passed the ticket on to IS. They came back with this repsonse from IS.

"Hi Marlin,

This client is over utilizing the DLS link.

They are one of the top 20% of guys that are over using their accounts.

These accounts get checked hourly and once they get shaped it will take them 10 days to be uplifted.

That is the reason why they are shaped, unfortunately this accounts are so basic that we can’t even send you the traffic they are doing.

Now my question is, that surely they would not shape the ports which gmail goes through? It seems to me I am being throttled. What do you guys think?
 
Welcome to IS' new shaping policies. They'll shape everything, including HTTP, HTTPS, IMAP & SMTP.

The top 50% 4Mbps+ IS users get shaped, so you're lucky that you're only in the bracket where they shape only the top 20%.

So you have a choice: switch ISP or download & upload less.
 
I'm pretty sure IS throttles if you fall into thier very broad definition of abuse.
 
whats you monthly usage? before you jump to mweb...
 
I would say that this is throttling, not shaping. Shaping means that higher priority class packets get sent / received first.

Yup. Shaping almost always applies, where as throttling only applies to high usage users.
 
So how much did you do to earn top 20 status? These IS accounts doesn't seem worth it unless maybe you do 1-3 gig a month.

1-3GB/month?! You must be joking. Then you're better off with Telkom Do Broadband Level 1.

I'm doing about 10-30GB/month on Mweb uncapped 384kbps.
