Shared Windows drive that can be accessed via PC & Android

Hi guys,

What I need:

A hard drive ( external or internal ) that has Windows 10 on it that will have files on it that must be accessable remotely from another PC or Android Phone. ( LAN & WAN )

How would I go about doing this?

best and cheapest option, intesed of sharing it and causing more hassles.
