Hi Guys

Does Sharepoint foundation 2010 allow extra development with .NET ?

what type of development? you can develop webparts for any one of the sharepoint versions. What did you have in mind?
 
Yes. Sharepoint Server just has a lot more "out of the box" goodies.
 
Yes you can build "addons" for SharePoint Foundation 2010 using Visual Studio (use 2010 as it has alot more to offer for SP2010 integration).
