Sharing Public Roads with Bicycle riders

Bicycle Riders profess they have a "right" to use the highway. What does the law say if a rider runs into an automobile or motorcycle causing damage to the vehicle? What if the cyclist is intoxicated or high on drugs? What happens if the cyclist does not obey normal traffic laws? Who is liable if a motorist hits a cyclist that has run a stoplight?
