Cape Town - Most of the country's municipalities are still performing less than 50% of the functions they are meant to carry out, a report released on Tuesday showed.

The Municipal Demarcation Board undertakes an assessment of the capacity of all 46 district and 231 local municipalities to establish if they have the necessary resources to perform the functions assigned to them by the Constitution.

The board's 2007/2008 National Capacity Assessment Report showed that 74% of district municipalities performed less than 50% of their functions.

In the same period 53% of all local municipalities performed less than 50% of their functions.

The functions differed for municipalities but included basic services such as refuse removal and sanitation, municipal planning, the upkeep and building of municipal infrastructure such as roads and storm water drains and upkeep of parks and cemeteries.

On average the district municipalities had 12 assigned functions while local municipalities had 38.

Lack of experience

In the same report the board noted that an "exceedingly high" number of municipal manager positions were being filled with people with limited experience of both local government and the position itself.

The national average of municipalities with Chief Financial Officer positions totalled 75%.

While most people in these positions have some form of tertiary qualification, over 90% have less than six years of experience.

Only 68% of the Municipal Manager Corporate Services positions in the country were filled.

Technical Service Managers positions were generally staffed but the majority of managers had limited experience in the position - with just over half of the managers having more than five years of local government experience.

The report said that while 57% of these technical managers had appropriate qualifications, this was insufficient because of the national imperative to deliver basic services.

Only 30% of the Integrated Development Planning Manager positions at municipalities were filled.

Me neither.

Perhaps step 1 would be ...
1 : Advertise the positions.

instead of ...
1 : Hire your buddy to do an analysis for 1 mil.
 
Ok - seriously, who is "shocked" ? I am not.
Just another story in a long line of stories to feel positive about.

And yet - these are the same municipalities that want us to pay more for no service! Unbelievable.
 
And anybody that says thats how africa does it is deemed to be rasicts.I am sure i have seen a drop in stds like this before in other africans countries and look where they are today

Its true though

Africa just started decaying when Africans had to rule themselves

I'm not shocked. But I am depressed by it.
 
Pity... with unemployment and skilled people leaving the country.

Seems there are a few decent paying jobs around for the right people with connections.

Just joking. Our consultancy firm did work for municipalities. Nothing at the moment, though.

There was one particular municipality in Mpumalanga (won't name and shame them here!) for whom we did EVERYTHING, from workshops on telephone etiquette, to drafting (and capcitating them to do the same) their policies and by-laws, to assist them to interact and develop relationships with the big business roleplayers in their jurisdiction, this case, mining companies.

My partner is the positive one and I get negative much quicker. When I did a day long telephone etiquette workshop and soon thereafter I called their switchboard, only to be greeted with the words "Yes?", I knew it was best to give up and spend our energy finding other clients :D
 
I was surprised the other day when I found out that there is only one "municipality" in South Africa that has a positive bank balance and no debt namely that of Orania in the desert of the Northern Cape where a bunch of Boere run their own remote little Volkstaat.

Orania can hardly be described as being affluent (monthly income per capita is very low) yet their finances are beyond reproach. Maybe there's a lesson in there somewhere....

Were they told to just BEE themselves? Don't let AAnyone tell you what to do?
 
Read that there was a move (by a municipality) to try and get people from New Zealand to work here - had to laugh, as I know of highly skilled workers who have left and when I talk to them they say what am I waiting for - its one thing to say look after your job, but you also need to look after your workers

Heard about one of the senior "peepole" of "City of Tshwane" who was almost responsible for burning down a whole building? His fan/aircon malfuntioned and no-one could get into his office @ 11am... When he returned @ 2pm he was asked where he was since they had to break down his door - his reply?
"Lunch"

LOL I can not stop laughing at that story... Wish I could get a 3 hour lunch! I still see our "hardworking peepole of Tshwane" sitting outside in the sun eating "pap and vleis" with their hands cluckling on about the crazy people standing in a cue...Eish :D
