Should i upgrade?

This is my current situation..
Telkom telephone line(dont know which one) - R100
Telkom ADSL 384kb - R170
WebAfrica International cap(1GB) - R70
OpenWeb Local cap(10GB) - R70
Total - R410

Upgrade i want..
Do Broadband Level 3 - R544
4mb line, 3GB international cap
Telkom telephone line(dont know which one) - R100
Total - R644

Should i upgarde?
Does Telkom still allow their user to use double the cap provided?

I'm in the same dilemma - upgrading from dial-up -> 384. There is talk that Telkom will not be allowing softcap anymore in the near future.
