The entire VAT system should be scrapped completely. It's just another money-grabbing tax on productivity.

In my world, I would have likened a VAT and duties system only. No personal income tax. This would also remove the tax administration burden placed on the payees, and provide a better-established system to claim against VAT. VAT-separate bank accounts would also be welcomed to be at the tax revenue systems use, claims pending. Anyhow, too deep to discuss, but to pay-tax-as-you-pay is a simple and reliable collection method.
