This happens far too often with the Voda site...

I kept having that issue and also when trying via USSD.
Eventually figured out they don't have an actual message that says "as you are already running a promotional data package you can not load another one"

No idea if this is the same issue you are having, just thought I would mention it in case.

No I'm on prepaid and have 1KB of data left (talking points redemption).

So looks like the sale went through after numerous but all the results say failed - only when it started saying insufficient funds did I realize it's gone through. Worst. Site. Ever.
