Nah, DPL's simulated 5.1 wont match the accuracy of real DD5.1 recorded in 5 ch. Still DLP & DPLII (more adv processing routines) do a pretty decent job of creating surround/directional sound from a 2ch source.
I wouldn't call it simulated. Basically the same encoding happens on Digital and DPL.

No, Dolby Digital 5.1 and Dolby Pro Logic have different designs and purposes. Only similarity is they both output via 5.1 speaker setups.

DD5.1 was designed to convey 5 discrete audio channnels over a single digital bitstream from a 5 ch source (e.g. DVD player) to output device (amp with 5.1 speakers). DPL/DPLII were designed to allow the output device to accept 2 ch audio and via some fancy signal proccessing split them into 5.1 ch, thus simulating the directional/surround sound provided by real DD5.1.

Essentially DPL was invented to push the adoption of 5.1 output systems. In the early days when 5 ch sources were still scarse and expensive, one could still benefit from 5.1 output using your legacy 2 ch devices (e.g. CD, tape deck, turntable etc.).

In 2000, Dolby introduced Dolby Pro Logic II (DPL II), an improved implementation of Dolby Pro Logic created by Jim Fosgate

Interesting - the same guy that founded Rockford Fosgate.
