Sim card FICA

I bought x2 sims cards today. When I took out my ID and proof of address the guy told me its not necessary. I ask him twice after that. He said I don't I have to FICA them. It is preregistered or something.

It was bought at a Pakistani store in a small rural town. So FICA seems to be pretty useless or am I mistaken.

R5 each. Photo attached.

I have used one already. Went onto network immediately.

Ok. So why does Pick & Pay not want to sell me a sim card without my ID and proof of address?

You mean RICA.

FICA is for Financial stuff.

And go read any RICA articles comments, people say "buy pre-RICAd from Pakistan shops", RICA is indeed mostly useless it seems.

Thanks for the correction. It is indeed RICA.

So MTN provides pre-RICAd sim cards to re-sellers. I think it is then MTN that are not enforcing RICA. Am I correct?
 
This has been happening for decades. Same with FICA. Easy to buy an account these day.
 
No, the shops mentioned RICA them with someone's details.
That is just crazy. This country is crazy. Those governing this country pathetic toothless bunch.

The non-law-abiding just run circles around every half baked attempt to stop them. Without any consequence.
