Sim not provisioned 2 on bb 9780

I own a blackberry bold 9780 which was taken on an mtn contract, the sim in use is vodacom. i have been having a problem for a while where i keep getting the 'sim not provisioned 2'error and i lose all signal. I tried performing battery pulls, i even swopped sims, the mtn sim cars works on the 9780, the vodacom sim works in another phone also. should i just do a sim swop ? the sim is not damaged though. Been having this problem since the vodacom meltdown few weeks back. or could it be a phone problem ?
