SimCity simulation AI broken?

I've read a lot about this but this is the first time I've seen videos, oh my word which 8 year old programmed this!!! Screw you EA for breaking the greatest game ever with this idiotic Glass Box engine that should have only been used for The Sims...

I like the part where traffic jams cause sewerage to back up too.

Honestly one would think that is one aspect Maxis would nail perfectly given how many simulation style games they make.
