A friend of mine reported he was downloading at uncapped speed whilst he had hit his cap yesterday. Browsing for me is normal. (I've been capped since the 2nd )

I'm experiencing awfully slow speeds today. My downloading speeds are okay. Anything from 30 kbs - 50kbs, it's only browsing thats very slow. It's been up and down the entire week actually.
