Slow after hours connection - Axxesss

I experience an issue having slow connection and streaming to international servers and websites in the evenings. I have a 4Mbps DSL Axxess Capped line. During the day I can stream, torrent and load websites easily (for a 4Mb line). Come 6pm everything slows down to a crawl. Local website doesn't seem to be affected.
I also have Afrihost LTE (MTN) as a backup, download much better but fluctuates in the evenings and obviously cost a lot of money. *Sigh*

I have Axxess 10Meg line and Axxess capped account, same issue here. Works great during the day, come evening everything slow down. 10 meg line speedtest max at 4 - 6mbps
