Slow BT download speed

Is that any people experiencing slow download speed (BT Only)? But if using IE is no problem? It happens to me from today, whole day BT speed in average less than 100k/s. I did the speed test it is "Normal".

Anyone do the same as me? Please post here.

I'm pretty sure they shape bandwidth at least some of the time. I often have everything be slow except surfing, streaming videos / bit torrent you name it.
