Slow International ADSL

I have been trying to fix this problem for the past two months.

I had spoken to ranger and many telkom technical staff, and after many line resets the problem still exists.

For some reason my international download speeds have been horrific for the past two months, yet my local has been perfectly fine (Normally I would say i'm being throttled or something)

This cannot be with my ISP as I have tried my Telkom Uncapped account, Afrihost 1 gig account, as well as a friends capped telkom account, and all have the same result.

I have tried two other routers but that made no difference.

Here are some speed tests and line stats of my "2meg Line":
