Slow International Speeds

I was wondering if anyone has any advice. I am currently on an 8 meg line with a 4 meg uncapped unshaped package. When browsing or downloading anything locally my speeds are fine, but as soon as I hit an international site or download something, it slows to about 270 kilobytes per second. I have tried with multiple other ISP accounts and it behaves exactly the same. This does not seem to be an ISP issue, and it is difficult to blame exchange congestion when this only happens internationally.
