Slow internet...tried everything - please someone suggest something

I have a 384 K line, I'm not expecting anything AMAZING but AT LEAST 15-30 KBps!!!...
I'm not getting any more then 5 Kbps (Dial up was faster...)

1. I've had Telkom reset the Port.
Download speeds still under 15 Kbps
2. I've tried 5 different accounts.
Download speeds still under 15 Kbps
3. I've tried 2 different Routers
Download speeds still under 15 Kbps

I've taken the router to someone elses house, everything is fine there, so it's telkom...

WHAT NOW?
 
1) Have you tried from a different PC?
2) Have you tried a different ISP account?
3) have you tried doing a simple speedtest.net test yet?
4) is it that slow 24/7? or just during the morning / afternoon / evening?
5) Could you please post a traceroute to www.google.co.za (start -> run -> cmd -> tracert www.google.co.za)

1) Yes, all fine from another pc
2) Yes, the other account has the same problem
3) Speedtest.net gives me a download test error
4) its now slow 24/7 for the past 4 weeks.

Both accounts telkom/saix based? My afrihost accounts works perfectly but my telkom is unbearable for international sites and some local sites. Telkom has really dropped the ball over the last few months. its been happening more and more.
 
Hit control+alt+delete then go to the "task manager" then click on "performance" then on the bottom right you will find a button saying "resource monitor" when you there then click network and make a list of tasks running maybe post a screenshot.
 
If it is all fine from another PC, then you probably have a network limiter running on your PC.

The trace route is fine, so I don't see why your speeds should be slow.
What kind of protocol are you using for downloads? Torrents/HTTP/FTP/NZB's/DC++?
