Slow Speeds

Anyone else experiencing this for the past few days?
Have a 2Mb line with Telkom and capped axxess account.
Axxess says no problems with service but my international speeds the past few days have been crappy.
I'm in Jhb.

I'm on 4mbps Telkom ADSL and I've run every test I can think of, www.speedtest.net, www.pingtest.net, http://speedtest.mybroadband.co.za/, and even http://capetown.spdtst.saix.net/. According to all the tests my line is fine, and yet whenever I download something my download speed is the equivalent of dial-up. It's slow as hell. So I really don't understand what is going on. But that's just this country for you. Nothing works. Our slogan should be: "Welcome to South Africa. No electricity, no water, no phone lines, no jobs. Isn't our country grand?"

EXACTLY my problem!
Speed tests on Ookla are fine but downloads speeds are worse than dialup

But why does it not seem like a widespread problem?
