Slow upload speeds

i just ran a speed test with these results:
Down: 368 kbps
Up: 10 kbps

This is not an acceptable upload speed but its about the same as ive had since i signed up with neotel. when i look at my bandwidth monitor graph i see that uploading happens in bursts of about 5kbps.

i see the same pattern during normal browsing

why is it not continuous like the downloading?
is this a signal strength issue?
does anyone else exerience it?

I've also experienced the crappy upload speed since they've decided to "upgrade" the base station in my area back in March methinks. Currently my biggest issue is to stay online for longer than a few moments, which has been the major issue for more than a month now for many people, and we haven't seen anything being done about it nor have we had any feedback whatsoever.
