Slow Upload Speeds

Is anyone experiencing slow upload speeds? Im on DSL 512. The main problem is with sending e-mail although uploading to a webmail server is also slow. I did the BB Ropors speed test and got the following results:

2005-11-22 07:11:37 EST: 480 / 74
Your download speed : 480 kbps or 60.1 KB/sec.
Your upload speed : 74 kbps or 9.3 KB/sec.

Currently it is taking about 7 minutes to send an 890K message and about 4 minutes to upload the same file to a webmail server.

Any ideas?

I am not experiencing slow uploading through that, but I am getting slow uplads speeds via ftp. HTTP goes perfectly, but oh no....they relieved me of my ftp obsession...
