It would appear to me, at least from my location and using the Midrand server that the 41 IP range gives slower speeds than the 197 IP range. But I don't want to use the 197 IP range to the site loading problem there.
This morning just after 6 am I performed two tests back to back on the same tower. Just a quick disconnect/reconnect to change IP address.
On the 197 IP address range I get:
and on the 41 IP range
Now repeated the test, this time the difference is much more pronounced.

Would be interesting to get results from other areas.
EDIT: Just tested again - figured that I'd start with the "slow" IP range this time. Same results.
